County Executive Suozzi Names New Assessment Review Commission

Mineola, N.Y. - Nassau County Executive Tom Suozzi today announced his candidates for a new Assessment Review Commission to be chaired by Glenn Borin, currently Deputy Commissioner of the New York City Department of Finance. Kevin O'Donnell, currently the Vice-President and Chief Appraisal Services Manager for the Dime Savings Bank of New York, will serve as Vice-Chair. The commission will work closely with Elizabeth Botwin, Nassau County's new First Chief Deputy County Attorney. The Commission candidates, will come before the Legislature for confirmation on February 11th.
"Glenn Borin, Kevin O'Donnell and Elizabeth Botwin are particularly qualified to reform the Assessment Review Commission, we are very fortunate to have them," stated County Executive Suozzi.
As Deputy Commissioner in the New York City Department of Finance, Glenn Borin headed a 400 employee Property Division and represented the Finance Department in discussions with the State Board of Real Property, the State Legislature, City Council and real estate industry organizations. Elizabeth Botwin comes to the County Attorney's Office from the New York City Law Department where she was Chief of the Tax and Condemnation Division, a division with the primary emphasis on tax certiorari, exemptions and tax enforcement.
The new Assessment Review Commission will be comprised of five full-time members, Chairman Glenn Borin, Vice-Chair Kevin O'Donnell, Joseph Abbondandolo, Ray Hawkins and Dolores Sedacca; and four part-time members, Scott Banks, Lenora Long, William Viklund, and Michael Norman. "We have a home run team with both immediate and long-term goals, starting with a Tax Certiorari Summit at the end of this month. I have asked that a plan be developed immediately that will focus on the development of rules, procedures and guidelines that will assure a fair and open process of assessment review; hiring staff and improving technology to ensure that ARC will review all the applications it receives; and the coordinating of ARC's efforts with other governmental agencies and bodies to promote an effective and fair system regarding tax valuations," added the County Executive.
