Condition of Highest Alert; a Civil, Natural, or Technological event has occurred or has been specifically threatened within Nassau County or the metropolitan area that has threatened or currently threatened lives and property, or an extraordinary regional or world event has occurred or has been specifically threatened, requiring Nassau County Government to take specific steps to safeguard lives and property. - Emergency Operations Center activated
- Staff to OEM detailed as needed
- Implement specific emergency plan
- Establish joint information center
- Establish and coordinate Unified Field Command Center
- Continue all lower level threat procedures
- Activate Department and Field Command Center
- Maintain full Radio Motor Patrol posts
- Deploy specialty units as needed
- Discontinue non-essential functions
- Continue all lower level threat procedures
- Regular contact with Battalion EOCs
- Activate Battalion EOCs as needed
- Establish field Command Center as necessary
- Deploy Fire Service personnel and
- Equipment as needed, including mutual aid
- Ongoing manpower assessment

Condition of Heightened Alert; a credible Civil, Natural, or Technological threat to public safety has been identified or an event has occurred which has the potential to threaten public safety. - Emergency Operations Center on alert status

- OEM requires daily situation reports from specific departments
- OEM status report issued daily
- Briefings scheduled as needed
- Public information disseminated as needed
- Continue all lower level threat procedures
- Evaluate need for increased counter-terrorism tactics in field*
- Evaluate increased mobilization*
- Evaluate scheduled leave*
- Evaluate redeploying executive staff
- Redeploying plainclothes members to uniform duties as needed*
- Increase Aviation and Marine Patrols, and Coast Guard Contacts
- Continue all lower level threat procedures

Significant Risk of Civil, Natural, or Technological Threat; general level of heightened awareness due to current regional or world events. - Review resource database for specific needs
- Continue all lower level threat procedures
- Increase inter and intra governmental public safety communications
- Closely monitor specific field activity
- Review standard emergency procedures with schools
- Continue all lower level threat procedures
- Normal Operating Procedures - Advise hospitals (fax) of increased threat level
- Remind Emergency Departments of reporting requirements of unusual cases or clusters of illness
- Continue all lower level threat procedures
BLUE
Condition of Awareness; a potential Civil, Natural, or Technological threat to the safety of the public exists because of, local, regional, or world conditions. - Review emergency plans
- Increase monitoring of available security intelligence, and meteorological data
- Implement notification procedures for inter and intra governmental contacts
- Continue all lower level threat procedures
- Intensify patrols in high risk locations
- Increase communication with community
- Monitor available security and intelligence data
- Maintain liaison with OEM
- Continue all lower level threat procedures
- Normal Operating Procedures
- Maintain liaison with OEM

GREEN
Condition Normal; there is no known Civil, Natural, or Technological threat to the safety of the public. - Coordinate all agency planning
- Maintain resource database
- Design exercises and drills
- Monitor available security, intelligence, and meteorological data
- Coordinate inter and intra governmental meetings and training
- Operations Desk Established 24/7
- Routine patrol
- Report suspicious circumstances/incidents
- Continue training in Alert Level procedures
- Provide counter-terrorism information
- Review/update mobilization plans
- Maintain High-Risk location list
- Normal Operating Procedures - Regular contact with hospital Emergency Departments
- 24/7 on-call schedule for environmental and communicable disease emergencies
- 24/7 laboratory capability for clinical and environmental testing
