Deputy Commissioner of Information Technology - Part Time
The County of Nassau is seeking candidates for the position of Deputy Commissioner of Information Technology.
The County has undertaken a comprehensive project to replace its 20-year old legacy mainframe Payroll / Personnel / Benefits systems as the current systems utilize unsupported software that was developed in the 1980’s and can no longer be modified without jeopardizing the overall integrity functionality of the systems which are critical to the County’s overall operation. The project also intends to sunset the Nassau County County’s Civil Service Commission’s employee roster system by integrating all data contained therein with the new system.
The position requires an extensive background in maintaining and programming Legacy systems, government operated departments such as Human Resources, Comptroller, Civil Service and Treasurer as well as extensive, progressively responsible experience in County government, including but not limited to addressing County labor union contracts and agreements and Civil Service rules and regulations.
Must be proficient in the County’s legacy system in order to comprehend the data conversion. Requires extensive knowledge of COBOL program code, VSAM structured databases and the IBM mainframe OS operating system which is the platform on which the legacy systems run.
Accurate data mapping from the old system to the new system requires a thorough understanding of the current system data contents in order to make the proper associations and assignments in the new system.
Minimum requirement of 20+ years’ experience with designing, coding and testing applications on a mainframe platform. Experience with implementing large labor union contracts into an HR system. Must have a 4 year college degree.
