The primary objective of the Brownfields Redevelopment Unit is to facilitate redevelopment of brownfields (sites with the potential for development or re-use but remain unused or underused because of known or suspected environmental contamination). Nassau County and its consortium members have used Brownfield Assessment Grants in connection with their Community Development Block Grant (CDBG) and HOME assisted projects. Nassau County has also received an Environmental Protection Agency (EPA) Brownfield Revolving Loan Fund which may be used for remediation of projects assisted with CDBG.
The Fund Program is designed to support community revitalization goals through the cleanup and re-use of brownfield sites in distressed neighborhoods throughout the New York metropolitan region. This is the first regional remediation financing mechanism in the country to use federal grants to leverage private loan capital for brownfields projects, whereby EPA funds are used as loan guarantees for cleanup loans originated by the private sector.

What is the brownfields redevelopment process?
In general, the process of redeveloping a brownfield involves assessing the site’s environmental conditions, ensuring necessary level of cleanup is achieved, and developing a plan for reuse. Integral to this process are various stakeholders, including state/federal government, private investors/developers and the local community.
State and federal government entities set the environmental standards and provide resources for assessment and remediation. Private investors commit to redeveloping the sites in a manner which maximizes economic, environmental and social benefits to the community. The County’s program relies heavily upon input from the local community to determine redevelopment options.

Glen Cove Community Development Agency Completes Brownfield Cleanup Efforts
at the Former Gladsky Marine Site.
This site remediation is the second to the last Brownfield in the City’s 52 acre Waterfront Revitalization Area (WRA). Under the current LDA, the redeveloper’s plans for the WRA include 860 residential units; a 250 suite luxury hotel including banquet and meeting facilities, a luxury spa, and restaurant; 50,000 sq. ft. of office space; 25,000 sq. ft. of retail space; 85 new boat slips; trolleys servicing nearby bus and rail stations; and nearly 20 acres of accessible public open space along the waterfront and adjacent to the Garvies Point Preserve. The Open Space network provides for a continuous esplanade and open space ribbon along the entire length of the north side of Glen Cove Creek, connecting the project site to Glen Cove’s Downtown. The Gladsky site is now suitable to become part of the planned green space and pedestrian park.
After completing the necessary Phase I and Phase II Environmental evaluations, the City of Glen Cove Community Development Agency (CDA), completed the competitive bidding process and selected the lowest responsible bidder, EnviroTrac, Ltd,. as the prime contractor to commence remedial construction of the Former Gladksy Marine Site located at 51 Garvies Point Road in Glen Cove, New York. The Site, which is currently vacant, was previously home to the Gladsky Marine business, a marina and marine repair facility from the early 1970's until 1999.
Results of investigations performed at the site identified the presence of semi-volatile organic compounds and metals exceeding allowable standards, criteria and guidelines (SCGs) within surface and subsurface soils throughout the site. Additionally, a portion of the site along the existing bulkhead was found to contain asbestos containing materials (ACM) within surface and subsurface soils.
Construction efforts were partially funded through grants obtained under the United States Environmental Protection Agency (USEPA) Brownfield Cleanup Grant Program and the New York State Department of Environmental Conservation (NYSDEC) Environmental Restoration Program. Additional funding was provided through an agreement between Nassau County and the CDA utilizing USEPA Brownfield Revolving Loan Funds. These programs are designed to provide assistance to municipalities for the reimbursement of investigation and remediation costs to promote redevelopment of blighted areas for commercial, industrial, residential or public reuse.
Remedial construction activities included:
- Demolition of on-site wood-frame structure, including disconnection of existing utilities;
- Closure of existing on-site sanitary Underground Injection Control(UIC) structure;
- Excavation and proper off-site disposal of semi-volatile organic compounds (SVOC’s) and metal contaminated soil exceeding site-specific SCGs, with a minimum of 2-feet of soil removed across the Site;
- Excavation and proper off-site disposal of asbestos containing soils located along the existing bulkhead, with a minimum of 2-feet of soil removed from this area;
- Excavation, removal and proper off-site disposal of a buried underground gasoline storage tank encountered during excavation activities;
- Removal and proper disposal of above-ground and buried miscellaneous debris;
- Collection of confirmation soil samples to determine final excavation depths, as well as, confirm achievement of site specific clean-up goals (NYSDEC Part 375, Restricted Residential Criteria);
- Placement of backfill materials obtained from an off-site, certified clean source to achieve proper grading heights. All backfill materials were tested to confirm that did not contain contaminants; and
- Final site restoration consisting of the placement of 6-inches of topsoil and grass seed across the entire area of the Site.
Substantial completion of remedial construction activities was achieved on November 19, 2010, consistent with the approved project schedule. As part of post-remediation efforts, CDA will have its consulting engineer prepare a Final Engineering Report for submission to the NYSDEC which will describe the cleanup activities completed and certify that cleanup requirements have been achieved. Additionally, as part of these efforts, a Site Management Plan (SMP) shall be prepared to: (i) address residual contaminated soils that may be excavated from the site during future redevelopment; (ii) evaluate the potential for vapor intrusion for any building that may be erected during future redevelopment; and (iii) identify any use restrictions. An environmental easement will also be imposed on the Site as part of post-construction efforts to enforce the Site Management Plan (SMP).
