The following is a list of titles found within the Nassau County Office of Emergency Management
Commissioner
The Commissioner oversees all departments of the Office of Emergency Management.
First Deputy Commissioner
The First Deputy Commissioner functions as chief operating officer for the Office of Emergency Management performing necessary functions for the Commissioner. This individual interfaces between the Commissioner and emergency management staff and acts on behalf of the Commissioner in his/her absence with full authority and responsibility when delegated to se per the Continuity of County Government Plan and/or with approval from the County Executive.
Intelligence Officer
On a daily basis the Intelligence Section at OEM is responsible for assembling information related to consequence and crisis management issues. Subjects such as Counter Terrorism, Emergency Management and Weather Forecasts are consistently focused on for specific content related to our regions public safety. The information is routinely gathered from State and Federal sources, which is then circulated via OEM’s "Daily Intelligence Briefing" e-mail list to local governments and public safety agencies. This sharing of information provides entities with specific details to be aware of.
Director of Emergency Preparedness and Operations
The Director of Emergency Preparedness and Operations must develop and test plans related to emergency management, bio-terrorism, and emergency response. Oversee the construction and operation of the Emergency Operation Center. Design, oversee the development and installation of an expanded multi-tiered emergency alert system. Design and manage the Emergency Operation Center IT Network. Design, and manage the Emergency Operation Center Communication Center that includes HF, Microwave, Land mobile, satellite and amateur communication technologies. Design and install internal mass emergency notification systems. Evaluates and disseminates Homeland Security threat level warnings and information. Coordinates emergency management training and exercises for County and local government. Supervises the preparation of incident after action reports. Maintains a 24-hour watch of weather, civil action, transportation systems and terrorism threats and responds accordingly to adverse conditions. Ensure compliance with the County Emergency Operation Plan during large events and emergencies. Evaluate overall County preparedness capabilities.
Director of Planning
The Deputy Director of Planning is authorized by the Commissioner of Emergency Management to develop policies and procedures addressing local, federal, and state requirements as related to emergency management mandates. The tasks to meet the objectives of plan development consists of interacting with various agencies and departments addressing the essential methodologies pertaining to damage assessments, debris removal, casualty and fatality management, response tactics, logistics, communications, legal authorities and responsibilities, mitigation, and financial reimbursements for the County. In addition to carrying out planning initiatives, the Deputy Director of Planning facilitates and coordinates meetings between local, state, and federal agencies, including private entities so that a comprehensive Emergency Operations Plan (EOP) is produced. So that the all-inclusive plan remains current, special attention is given to the Homeland Security Department’s announcements and the NYS Public Safety Office advisements.
Director of Human Services
The Director of Human Services is responsible for direct oversight of human services programs, response teams and systems before, during and after an emergency. During an emergency or disaster, she/he must coordinate all VOAD agencies as appropriate and necessary. Must also provide on-scene assistance, coordination, and oversight of human services responses. This includes sheltering, mass care, special needs, community outreach and education, disaster mental health, immigrant and language issues. In addition, the director is developing the Nassau County Community Emergency Response Team (CERT) and is an active supporter and participant in the Long Island VOAD (Voluntary Agencies Active in Disaster).
Director for Emergency Recovery
This individual is responsible for fiscal operations and oversight including budget and special funding for the office and has oversight of fiscal recovery for all County municipalities. This individual researches and writes grants while serving as a grants program liaison to federal, state and local officials. This person also prepares State mandated quarterly reports on expenditures and activities. She/he also manages personnel and oversees interview process of new hires.
Sheriff Department Liaison Officer
The Sheriff’s Department, in conjunction with The Office of Emergency Management, realized a need to have a person that can be a facilitator between the two departments. The liaison officer fills this void. In addition the liaison officer also takes on special planning projects such as policy and procedures and logistics resource planning.
AmeriCorps*VISTA
This individual is assigned and committed to The Office of Emergency Management for a one-year term under a federally funded AmeriCorps*VISTA grant. This individual works diligently with all departments, especially the Human Services department and assists with the CERT (Community Emergency Response Team) program and is the website liaison between The Office of Emergency Management and Information Technology.
Administrative Assistant
The administrative assistant for OEM has responsibility to manage staff calendars, process agency-purchasing orders, oversee employee payroll procedures and offer general administrative support to the office.
