THE EMERGENCY SHELTER GRANT (ESG) PROGRAM

ESG Fact Sheet

The ESG Program is a Federal entitlement program which provides funding to improve the quality of existing emergency shelters and to increase the number of developing shelters for the homeless. In Federal Fiscal Year 2008, Nassau County is expected to receive $690,151 in ESG funds, which will be allocated to non-profit homeless providers in the County.

The County has received applications to provide services to the homeless population ranging from runaway teens, pregnant mothers, overnight shelters for men, recovering addicts, comprehensive services for mothers and children, services to victims of domestic abuse and transitional housing. The ESG program requires a 100% match of non-Federal funds to ESG funds. The match can be provided through State and local funds, contributions, and value of real property.

ESG funds can be used for renovation, conversion of buildings, rehabilitation, essential services/social services, and operating costs.

An increased number of shelters and facilities for the homeless and those threatened by homelessness have been developed in Nassau County by various voluntary agencies. These include emergency shelters, transitional facilities,permanent supportive housing facilities, and other facilities such as day shelters and soup kitchens. With a growing homeless population and unmet homeless needs previously not addressed, there is a continuing need to provide support to existing facilities, expand services in appropriate locations and to create new services. The County targets ESG funding towards assisting these various agencies.

Criteria for selecting projects for funding included:

  • Experience of the applicant in developing and/or operating homeless housing;
  • Experience if the applicant in working with the Federal Emergency Shelter Grants Program, including, but not limited to compliance with reporting and expenditure requirements.
  • Administrative capabilities in undertaking proposed project;
  • Availability of matching resources;
  • Degree of assistance provided to the homeless; and
  • Creation of new services to address unmet needs of a new population of homeless individuals.

Emergency Shelter Grant matching funds are being provided to 14 different non-profit organizations that provide a wide variety of sheltering programs.
