Board Members

BOARD OF ETHICS MEMBERS

Board of Ethics Members are appointed pursuant to the Nassau County Charter § 2218(10). To ensure the public’s faith in the Board of Ethics, the Nassau County Legislature established the Board as a non-partisan entity.  This is accomplished by ensuring that no political party has a majority on the Board by requiring no more than two members of the Board be members of the same political party.  Currently, no more than two Board members are a member of any one political party.

HON. KENNETH L. GARTNER

CHAIRPERSON

Kenneth Gartner is a member of the law firm of Lynn Gartner Dunne, LLP, where he is a commercial and criminal trial and appellate litigator.  He was previously a judge of the Nassau County District Court.  He has been a Special Professor of Legal Ethics at Hofstra Law School, and an Adjunct Professor at Touro Law School, overseeing the Judicial Externship Program.   He chaired and sits on the New York State Bar Association (“NYSBA”) Committee on Standards of Attorney Conduct (“COSAC”) and chaired the Nassau County Bar Association Committee on Professional Ethics.  He is a member of the NYSBA Committee on Professional Ethics.  He received his J.D., cum laude, from Buffalo Law School, where he was Managing Editor of the Law Review.

HON. DANIEL PALMIERI

Before his recent retirement from the bench  Daniel Palmieri was an elected Justice of the Supreme Court serving in Nassau County He previously served on the County Court and was designated as an Acting Justice of the New York Supreme Court.  He has presided over civil and criminal cases.  He previously served in the Nassau County District Court. 

Prior to taking the bench, Judge Palmieri was Vice President of Corporate Property Investors, which was an owner of commercial real estate throughout the United States, a member of the firm now known as Meyer, Suozzi, English & Klein, and an associate at the Dewey Ballantine law firm in New York City.  In the year 2005 he returned to private practice, as Senior Counsel at Reisman, Peirez and Reisman, and Capobianco LLP, Garden City, New York. He has been designated a Judicial Hearing Officer and an arbitrator for National Arbitration and Mediation. He is a graduate of St. John’s College and St. John’s Law School, where he excelled academically and has been on the Board of Directors of the St. John’s Law School Alumni Association. Judge Palmieri has been an elected director of the Nassau County Bar Association editor of its monthly journal and a featured columnist.  He was a longtime member of the Nassau County Judicial Committee on Women in the Courts and actively participated in many of its programs.  Prior to becoming a judge, he was an active member of the International Council of Shopping Centers.

Judge Palmieri has published numerous decisions in the New York State Official Reporter and the New York Law Journal, and various articles in the ICSC “Legal Update” and the Nassau Bar Association Journal.  He has lectured extensively at programs and seminars sponsored by the New York State and Nassau County Bar Associations, the Columbian Lawyers and other groups.

MICHAEL PERNICK

Michael Pernick is an attorney at Paul, Weiss, Rifkind, Wharton and Garrison LLP, where his practice includes commercial litigation and voting rights litigation.  Michael serves as a Senior Fellow with the Millennial Policy Initiative Commission on Democracy and Voting Rights and serves on the Board of Directors of the Adult Congenital Heart Association.  Michael graduated from Wesleyan University and from New York University School of Law, cum laude, where he was a Frank J. Guarini Leaders in Government Service Scholar.

CHRISTOPHER DEVANE

Christopher Devane has been a partner at Devane & Groder, LLP for over 10 years where he focuses mainly on criminal defense in both State and Federal Courts but also handles personal injury and civil litigation matters. Christopher also serves as a Village Justice in the Village of New Hyde Park adjudicating traffic tickets, parking tickets. and building code violations.  He also currently serves as an Associate Village Justice in the Village of Roslyn. 

Prior to being a partner at Devane & Groder, Christopher worked as an Assistant District Attorney in the Nassau County District Attorney’s Office where he prosecuted a variety of both misdemeanor and felony cases.  Christopher attended St. John’s University for his undergraduate education where he earned a Bachelor of Science in Finance and subsequently graduated from St. John’s Law School.

JARED A. KASSCHAU

NASSAU COUNTY ATTORNEY

Jared A. Kasschau was appointed the Nassau County Attorney and unanimously confirmed by the County Legislature on January 29, 2018.  As the County Attorney, Jared is an ex officio member of the Board of Ethics.  Jared began his career by working as an Assistant District Attorney in the Bronx County District Attorney’s Office where he worked in the Domestic Violence Bureau. 

After leaving the District Attorney’s Office, Jared worked for two years as an associate at Catalano Gallardo & Petropoulos LLP where he handled civil litigation.  Jared then became a partner at Jaspan Schlesinger LLP where he handled complex commercial litigation in both state and federal courts as well as engaged in appellate practice including motions and oral arguments before the Supreme Court, Appellate Division Second Department and the New York State Court of Appeals.  Immediately prior to serving as the County Attorney Jared was a member of Harris Beach PLLC, where he worked in the firm’s Business & Commercial Litigation and Government Compliance and Investigations Practice Groups.
