Mangano: Bay Park Seawall Complete, New Identity For Plant And Community

Post-Superstorm Sandy Resiliency Projects Continue

With the 4th Anniversary of Superstorm Sandy upon us, Nassau County Executive Edward P. Mangano today announced the completion of the seawall surrounding the Bay Park Wastewater Treatment Plant. This Perimeter Flood Protection project will safeguard the plant from flooding related to a 500-year storm at elevation 18.25. Additionally, County Executive Mangano announced plans to rename Nassau’s wastewater treatment plants, which will soon be identified as the Bay Park Water Reclamation Facility and Cedar Creek Water Reclamation Facility.

“Nassau County was one of the hardest hit areas by Superstorm Sandy and we have made great progress in our recovery efforts. We continue to rebuild our infrastructure stronger than ever before,” said County Executive Mangano. “Bay Park is one the most ambitious post-Superstorm Sandy infrastructure and mitigation projects on the East Coast and perhaps the best example of strengthening infrastructure against future storms while including smart rebuilding strategies that benefit residents and ensure the aesthetics needed to preserve the quality of our community.”

The following Superstorm Sandy mitigation and resiliency projects continue to take place throughout Nassau County:

Bay Park Reclamation Facility and Pumping Stations:
Progress continues to move efficiently and safely to closeout repair and mitigation projects. At Bay Park, pump stations and parks, approximately $400 million was spent on Superstorm Sandy related projects thus far. There are 18 active construction projects with four projects where the notice to proceed is imminent. Six capital projects are in substantially or fully complete phase. About 14 more projects have been identified as necessary to fully and completely protect the plant and its wastewater collection systems. FEMA has obligated $830 million and Nassau County is performing its due diligence to ensure the funding is spent wisely and efficiently.

Efforts that are measurable and can be seen are:
• Completion of the Perimeter Flood Protection project. The plant is now projected to a 500-year storm at elevation 18.25. Work is in progress to install a guard booth at the main gate.
• Substantial completion granted for the Odor Control Facility Improvements at Bay Park Sewage Treatment Plant and Cedar Creek Water Pollution Control Plant. There is a significant reduction in odor emission from the plant. We have little complaints about odor from the nearby residents.
• Substantial completion granted for the Primary Source Power Generator Controls Rehabilitation. The completion of this project eliminates the need for full use of Aggreko units and allows emergency use of portable power units.
• Substantial completion granted for Sludge Thickening Facilities Improvements. This assists in the reduction of odor as well as enhancing the wastewater treatment process.
• Substantial completion granted for the Sludge Dewatering Facilities Demolition project. This project is in its first phase to completely mitigate the Sludge Dewatering Facilities.
• Substantial completion for the Final Settling Tanks. Work is in progress to close out the project.
• Substantial completion granted for the Heating Hot Water Piping Temporary System. This was a necessary project to provide the plant with heat for the winter.
• The Electrical Distribution System Improvements, replacing all unit substations and electrical duct banks, are progressing. Phase E1 is at 98% complete. Phases E2 and E3 are about 30% complete. PSE&G negotiation is proceeding with an understanding in place to provide the plant with the best possible cost rate.
• Installation of dry pit submersible pumps, elevation of critical components and other mitigation measures are being implemented to protect the pump stations. There are six active construction contracts and three imminently starting in the repair and resiliency effort of the collection systems.

Barnes Avenue & Third Place in Baldwin:
During Superstorm Sandy, storm surge overflowed into the sanitary sewer system stopping and reversing the flow of raw sewage at 3rd Place and Barnes Avenue. The sewage and storm surge heavily damaged area residencies and roadways. Initial funding in the form of a $4.2 million hazard mitigation grant was received from FEMA for damages sustained at the Barnes Avenue interceptor. A $28.6 million project will also mitigate occurrences in the future. The target area of this project, which includes the Villages of Baldwin and Hempstead, serves 23,715 people.

The construction contract for a new wastewater pumping station and force main which will serve to lessen flow through the Barnes Avenue/Third Place interceptor sewer is approximately 30% complete with an estimated total completion date of July 2017. Work completed to date includes the 30” diameter force main installation along Ingraham Blvd., installation of precast manhole structure at Ingraham Blvd. and Cedar St., clearing of the pumping station site on Front St.

West Shore Road in Bayville:
Repair of West Shore Road and its seawall is the largest post-Superstorm Sandy road repair and resiliency project in Nassau County. To date, Phases I and II have been complete and more than 5,000 linear feet of seawall and roadway – which collapsed as a result of Superstorm Sandy - has been reconstructed. Phase III is set to begin in late 2016.

Bayville and Long Beach Bridges:
During Superstorm Sandy the emergency generators for the Bayville Bridge, as well as the Long Beach Bridge, were flooded and inoperable hindering navigation and vehicular traffic. Nassau County has constructed a new emergency generator that is located above the flood elevation to mitigate against the loss of operation of the bridges after large storm events.

NCPD Marine Bureau:
The Nassau County Police Department Marine Bureau - located adjacent to the Bay Park Wastewater Treatment Plant - is a facility where all major patrol vessel repair work is conducted. The facility covers 15,000 square feet of space, and is located on 4 acres adjoining the waterfront. As a result of Superstorm Sandy, the fueling pumps were damaged and could not provide much needed fuel and services to the NCPD fleet. An upcoming project to storm-harden the fueling station and the administration building will permit the NCPD to operate more efficiently especially during storm events. The Marine Bureau project will begin November 2016.

Park and Recreation Projects:
Superstorm Sandy destroyed Bay Park in East Rockaway. Reconstruction is now complete. New turf baseball fields were constructed and better access to the bulkhead along East Rockaway Channel is now available. The field level was raised by three feet and includes new drainage and storm water infrastructure, including a bio-filtration process to allow storm water to slowly infiltrate the ground and remove additional pollutants before discharge into the Channel. Additionally, a park on the west side of the Plant is now open with a brand new playground, picnic pavilion and floor hockey rink.

Superstorm Sandy destroyed the Yacht Club and Community Center at Wantagh Park. A new facility is under construction via an addition to the Wantagh Park administration building. The old building site now hosts a hardened pre-cast ‘lighthouse’ structure, which will be surrounded by a new fishing pavilion with picnic tables. The project is scheduled for completion in 2016. Wantagh Park’s electrical distribution system and pool pumps were also damaged during Superstorm Sandy. The electrical distribution system was mitigated to raise the transformers and switchgear above the flood elevation and pool pumps have been repaired.

Milburn Creek Park’s bulkhead has been replaced and a kayak launch was constructed as well as a boardwalk. The Park’s lighting was replaced and a new bathroom facility added to the Park.

All new fence and netting has been installed on the batting cages at Eisenhower Park that were damaged by the storm.

Nassau County lost the pool pumps that operate the North Woodmere Park. The County hardened the facility to prevent future flooding and added an emergency generator, thus mitigating potential future damages by ensuring the pumps remain operational. North Woodmere Park’s backflow preventers for the potable water service and the irrigation system servicing the North Woodmere Golf Course have also been raised above the flood elevation.

Traffic Measures:
The South Shore Traffic Signal Infrastructure Improvements is a proposed construction project that will be completed utilizing an 80% subsidy from the Federal Highway Administration in the amount of $38 million. This project will replace traffic signals, communications and infrastructure damaged from Superstorm Sandy. The project will rebuild 145 traffic signals, upgrade communications to fiber optic, and install traffic surveillance cameras and changeable message signs. Work will take place in Long Beach, Island Park, Oceanside, Point Lookout, Lido, Atlantic Beach, Hewlett, Woodmere, Valley Stream, Freeport, Bellmore, Massapequa, Lawrence and East Rockaway.

The RFP for Engineering Design Service has been advertised and design is divided into five construction projects. The first construction project will be bid nine months after the design commences, and the other construction projects will be ready in three to four month intervals. Each construction project will take approximately 18 months but will run concurrently with staggered start times to help combat construction related traffic congestion.

The Signal Management System (SMS) Upgrade is a proposed modification to the Existing SMS system in the amount of $100,000. This upgrade to the County’s existing traffic signal infrastructure database will add a “Disaster” module that will allow field personnel to triage and document equipment damage in real time using iPads. This system will allow for a more efficient damage information collection system and ensure that information collected conforms to Federal Guidelines. Real time triage information will allow Traffic staff to direct resources on an emergency basis establishing an order of importance based upon information received.

A contract amendment and request for additional funding will be considered by the Legislature in November 2016. Once approved, the design firm will begin work utilizing previously encumbered funds.
