Mangano: Nassau, Army Corps And DEC Seek Public Comment While Studying Solutions To Coastal Storm Flood Zones Along Back Bays

Nassau County Executive Edward P. Mangano in conjunction with the Army Corps announces NEPA Scoping Meetings for the Nassau County Back Bays, NY Coastal Storm Risk Management Feasibility Study. The meeting will take place on Tuesday, May 2nd at Seaford High School and Wednesday, May 3rd at Freeport Village Hall.

The U.S. Army Corps of Engineers (USACE) New York District, New York State Department of Environmental Conservation (NYSDEC), and Nassau County will host two scoping meetings for the Nassau County Back Bays, NY Coastal Storm Risk Management Feasibility Study. The meetings are being held pursuant to the requirements of the National Environmental Policy Act (NEPA). The purpose of the Nassau County Back Bays feasibility study is to investigate potential solutions to coastal storm flood damage along the back bays of Nassau County, NY. This includes but is not limited to municipalities in the Town of Hempstead and Town of Oyster Bay located within southern Nassau County, as well as the City of Long Beach.

As a result of Hurricane Sandy, which severely impacted Nassau County in October 2012, the U.S. Congress passed Public Law 113-2, which authorized supplemental appropriations to Federal agencies for expenses related to the consequences of the storm. In support of this goal, the USACE completed the North Atlantic Coast Comprehensive Study (NACCS), which identified nine high risk areas on the Atlantic Coast. The area along the south shore of Nassau County that front Hewlett Bay, Middle Bay, Jones Bay, South Oyster Bay, and associated creeks, channels, and minor waterbodies (the "Nassau County Back Bays") was identified as one of the nine areas of high risk that warrants an in-depth investigation into potential coastal storm risk management features. The USACE, NYSDEC, and Nassau County have partnered to investigate potential measures that could reduce future flood risk in ways that support the long-term resilience and sustainability of communities and the environment, and that reduce the economic costs and risks associated with coastal storm events.

The public is invited to learn about the feasibility study, and comment on the scope of the issues and alternatives to be addressed in the draft Environmental Impact Statement (EIS). The scoping meetings will be held on:
