Mangano: Outfall Project Moves One-Step Closer To Cleaning Nassau's Western Bays And Protecting Our Shoreline

Aqueduct Feasibility Study Complete; Plans for Connection from Bay Park to Cedar Creek Moves into Design Stage

Nassau County Executive Edward P. Mangano today announced the completion of a feasibility study which determined that an existing, non-utilized 72-inch steel water main pipeline running from Valley Stream under Sunrise Highway to the Suffolk line has the ability to be repurposed into a force main to convey treated wastewater effluent from the South Shore Water Reclamation Facility in Bay Park to the Cedar Creek Water Pollution Control Plant – thereby strengthening our shoreline, protecting our marine life and improving our environment for future generations. Accordingly, the Department of Public Works has issued a Request For Proposal (RFP) from qualified firms to provide detailed design services for this Bay Park Sewage Treatment Plant Ocean Outfall – Effluent Diversion Project, which diverts treated sewage from western bays to two and a half miles off our coast and thereby reduces nitrogen in our waterways.

“The study into the viability of the aqueduct pipe that runs under Sunrise Highway is complete and engineers have stated the existing pipeline appears to be readily lineable for a force main and observed conditions were virtually unchanged from a 1977 inspection,” said County Executive Mangano. “The RFP for design services is the next step into implementing the utilization of this existing pipeline as a connection to the Cedar Creek ocean outfall pipe.”

“This is truly exciting news. Using the existing aqueduct will save time and money and allow the bay to be restored much quicker. This critical infrastructure project for the south shore will breathe new life into our bays and renews our hope for the future,” said Adrienne Esposito, Executive Director of Citizens Campaign for the Environment.

“We are happy to see Nassau County advancing a creative solution for the South Shore's water infrastructure. These problems have been talked about over the last 15 years but this administration should be commended for taking action by securing funding and moving the project forward," added Vision Long Island Director Eric Alexander.

 

RFP INFORMATION:

 

Technical and cost proposals regarding this project are due on or before 4:00 p.m. on Friday, July 21, 2017. A copy of the RFP (PW-S3B116-03C) may be obtained on the Nassau County website (https://eproc.nassaucountyny.gov/MainBidBoard). Proposals should only be submitted after careful examination of the complete RFP and its requirements. The firm selected for this work will be required to provide proof of general and professional liability insurance in the minimum amounts of $2,000,000 and $4,000,000 per occurrence, respectively.

The successful Proposer shall be required to comply with the requirements of Local Law No. 14-2002, “Participation by Minority Group Members and Women in Nassau County Contracts.” All Proposers should review the provisions of Appendix EE (included as an attachment to the RFP) which outlines the requirements of Local Law No. 14-2002. Technical proposals shall include information regarding the Proposers plan to comply with Local Law No. 14-2002.

All phases of this project (engineering services and construction) are eligible for financing through the New York State Environmental Facilities Corporation (NYSEFC). Proposers should carefully review the “NY State Revolving Fund Bid Packet for Non-Construction Contracts and Service Providers” which is included as part of the RFP. Among other requirements, the successful Firm shall make documented “good faith efforts” to utilize Minority Business Enterprises (MBE) and/or Women’s Business Enterprises (WBE) in the performance of the work. Additional requirements may be needed for compliance with other funding sources that the County is pursuing.
