School Bus Stop Arm Safety Program
Town and City School Bus Stop-Arm Programs
The School Bus Stop-Arm programs are photo enforcement safety programs that are implemented and managed by the towns of Hempstead, North Hempstead and Oyster Bay, and the cities of Glen Cove and Long Beach. Their vendors install and maintain the cameras on school buses, and town or city employees review the photo images and determine whether to issue a notice of liability.
The town or city that issued a notice of liability will be identified thereon and otherwise by its number.
This agency's only involvement in this program is the adjudication of liability when a vehicle owner requests a hearing. A hearing will be scheduled only after the respective town or city informs the Nassau County Traffic & Parking Violations Agency that liability is being contested.
A corporation must appear by an attorney at any hearing at which it contests a School Bus Stop-Arm ticket.

The Nassau County Traffic and Parking Violations Agency does not share in or accept payments of fines under this program.

A copy of the Motion or Notice of Appeal, with an affidavit of service upon the respective town or city, must then be filed with this agency.
Appeals
- The appellant (the person who is appealing) must serve a copy of the Notice of Appeal upon the respective town or city at the above-indicated address within 30 days of the decision.
- The original Notice of Appeal must then be filed with the Nassau County Traffic & Parking Violations Agency (“TPVA”), with an affidavit that a copy was served upon the respective town or city. TPVA will mail the Notice of Appeal to the Appellate Term, 141 Livingston Street, 15th Floor, Brooklyn, New York 11201
- Appellant must order the “transcript” (minutes) of the hearing from: Top Key Court Reporting, Inc. at the email klorenzo.tkcr@gmail.com.
- Within 15 days after receiving the transcript, the appellant shall make any proposed amendments to and serve same with a copy of the transcript upon the town or city.
- Within 15 days after such service, the town or city shall make any proposed amendments or objections to the appellant's proposed amendments and serve them upon the appellant.
- The appellant shall then submit the minutes and any proposed amendments or objections to TPVA for “settlement” of the record upon at least 4 days’ notice to the town or city. A judicial hearing officer will resolve any dispute as to the accuracy of the record and as to any proposed amendments.
- The parties may in lieu of this process stipulate that the transcript of the proceedings is correct, either in original form or as amended
- When the minutes are settled, The Nassau County Traffic & Parking Violations Agency will send the entire file to the Appellate Term.
- The Appellate Term will then notify the Appellant and Respondent of the next steps.
