The County of Nassau, NY announces that it intends to submit an application for New York State Community Development Block Grant-Disaster Recovery (CDBG-DR) Program funds on or about August 27, 2015 for the following project: BaldwinDowntown and Commercial Corridor Resiliency Plan

Activity: Nassau County is proposing to develop a downtown and commercial corridor resiliency plan for Baldwin, in the Town of Hempstead, New York. The project will benefit the residents of Baldwin and Baldwin Harbor, the hamlets of the Town of Hempstead, which have a combined population of 32,322 according to the 2010 U.S. Census. The plan will identify opportunities for housing and commercial business locations outside of extreme flood risk areas close to transit and the Long Island Rail Road (LIRR) station. An evaluation of the major thoroughfares, e.g. Grand Avenue, within the Hamlet of Baldwin will also be undertaken to determine the need for multi-modal transportation accessibility improvements to support redevelopment and economic development initiatives.

Objective: To identify opportunities to create a safer, cleaner, more attractive and more economically-resilient community. The project would encourage downtown growth that allows for construction of new residences and businesses in close proximity to public transportation and outside of low-lying and flood-prone areas.

Location: The Baldwin/Baldwin Harbor community extends north from Middle Bay to Southern State Parkway with Grand Ave serving as the primary north/south thoroughfare. Its eastern edge follows Milburn Creek south into Baldwin Bay. The western community edge extends north from Parsonage

 Cove up to Silver Lake Park, where it cuts west along Foxhurst Road to Parkview Place and continues north along the streets that form the boundary of the Baldwin Census Designated Place (CDP).

Amount: Table 1 shows each CDBG-DR activity and the corresponding dollar amounts for the Baldwin Downtown and Commercial Corridor Resiliency Plan.

A copy of the application will be available for review at Nassau County Executive Building, 1 West Street, 4th Floor, Mineola, NY 11501, Monday through Friday between the hours of 8 a.m. to 5 p.m. The application is also available on the Nassau County Department of Public Works (DPW) website.

All citizens, particularly persons of low and moderate income and residents of blighted areas, as well as those affected by the project are encouraged to submit their views and proposals by August 26, 2015 to the County of Nassau at the following address:
