Ann Hulka

Ann Hulka joined the office of management and budget in January 2010. She has over 25 years of financial management experience in both the public and private sector. Prior experience included work as a financial consultant with Greenpath and over twenty years with Empire State Development Corporation (“ESDC”) as Senior Vice President. At ESDC, Ann was involved in the project financing of the new Yankee and Mets stadiums and the Nets arena. In addition, she participated in the issuance of over a billion dollars in State appropriation debt; the purchase of space at 633 Third Avenue for ESDC offices as well as the Governor’s office; and the sale of economic development loan portfolios to generate cash for the State. Ann has a bachelor’s degree from New York Institute of Technology and an MBA from Adelphi University.
