Willow View Estates Subdivision SEQR 

NCPC Planning staff received the Preliminary Major Subdivision for Willow View Estates. The Developer is proposing to subdivide the 114.25-acre Woodmere Club (golf and country club) into 284 single-family lots located in the Hamlet of Woodmere, Town of Hempstead, Village of Lawrence, and Village of Woodsburgh. The subject property is also within 300 feet of the Village of Cedarhurst

On January 31, 2019, the NCPC preliminarily classified the action as Type I and initiated the Lead Agency Coordination Period. On February 1, 2019, the below Lead Agency Coordination Letter, with attachments (List of Involved Agencies, FEAF part 1, and Preliminary Subdivision Map), was sent to all Involved Agencies. The Lead Agency Coordination Letter initiated a 30-day period in which Involved Agencies have an opportunity to assume responsibility of Lead Agency. On March 7, 2019, the NCPC officially declared itself Lead Agency (after not receiving any objections from Involved Agencies) and issued a Positive-Declaration.

The Developer shall submit to the NCPC a Draft Environmental Impact Statement Scope for review. A scoping public comment period and hearing will be scheduled by the NCPC upon receipt of a Draft Scope. Notice of Public Comment Period and Public Hearing will be posted on this website.

Please click the link below to access the draft scope submitted by the applicant with respect to the forthcoming Draft Environmental Impact Statement (DEIS) for the Major Subdivision Application know as Willow View Estates. This document is being posted in accordance with Article 8 if the Environmental Conservation Law (State Environmental Quality Review Act, SEQRA) and the implementing regulations thereto at 6 NYCRR Part 617.8(b). The Nassau County Planning Commission has scheduled a public scoping session, as indicated below, to facilitate participation in the scoping process. Your input on this draft scope, at the public scoping session and/or via written commentary, is requested and encouraged. Written comments on the Draft Scope will be accepted by the contact person identified below until the close of business on August 14, 2019.

On September 26, 2019, the NCPC adopted the Final Scope (links below). The next step is for the Developer/Applicant to submit to Staff of the NCPC a DEIS.

January 30, 2020

On January 30, 2020, the NCPC determined the DEIS, submitted on December 6, 2019, was not complete and inadequate for public review.

March 12, 2020

On March 12, 2020, the NCPC determined the 1st Revised DEIS, submitted on February 26, 2020, was not complete and inadequate for public review.

May 14, 2020

On May 14, 2020, the NCPC accepted the 2nd Revised DEIS, submitted on April 13, 2020, as complete and adequate for public review. Notice of Completion of the DEIS was prepared, filed and published with the requirements set forth in 6 NYCRR 617.12. Due to NYS Governor declaring a State disaster emergency due to the COVID-19 pandemic, Executive orders restricted public and private businesses and requiring the postponement or cancellation of non-essential gatherings. The Applicant mutually consented and agreed that a public hearing will not be conducted at this time and will be conducted and noticed at a later date.

October 1, 2020


On October 1, 2020, the NCPC amended the May 14, 2020 Tolling Resolution (amended resolution posted below).  Also on October 1, 2020, the NCPC set a date for a Public Hearing to be held on November 17, 2020 from 6pm-9pm so that the NCPC may receive public comments on the DEIS.  The Public Hearing will be held in virtual platform.  Instructions on how to view and participate in the Virtual Hearing will be provided at a later date on this website.  Comments on the DEIS will be accepted until 5pm on January 8, 2021.


November 17, 2020 


On Tuesday, November 17, 2020, the NCPC held a virtual Public Hearing, from 6pm-9pm via Zoom, to accept comments pertaining to the Willow View Estates DEIS.
