Role of the Comptroller

Comptroller Elaine Phillips is the Independent Protector of the Taxpayers and Residents of Nassau County.

Nassau County has a population more than 1.4 million people and an annual budget of approximately $4.4 billion. Comptroller Phillips and her dedicated staff:

  • Monitor Nassau's budget and financial operations,
  • Proactively advocate for government operational efficiencies and improvements on behalf of the taxpayers,
  • Report on matters that affect Nassau's financial health and operations, and
  • Work with the administration and legislature to help the county overcome its fiscal challenges. 
  • Audit government departments and agencies that are doing business with county to uncover and prevent waste, fraud, and inefficiencies,
  • Prepare Nassau's Annual Comprehensive Financial Report. 

Payroll and Health Benefits 

  • The Office of the Nassau County Comptroller manages and administers payroll and health benefits for more than 8,100 active employees, 12,500 retirees and 21,800 dependents for a total of more than 42,000 covered lives. 

Vendor Services

  • The Comptroller's Office reviews and approves more than 1,000 vendor contracts and approximately 2,300 purchase orders each year, and
  • Processes approximately 140,000 payments to vendors.
